Reducing CAS should be accompanied by other structural reforms to be effective and solve the gap between the number of taxpayers and the beneficiaries of the social insurance system, "vicious ecohai circle" in which Romania does not come out for 14 years, according to the BNR governor Mugur Isărescu.
"I ecohai think the direction is good (reduction CAS - no) is not sufficient, it must be surrounded by several measures to help create jobs. Solution for Romania is to reach at least 6 million taxpayers, otherwise the vicious circle here, you can not fix it financially, nor short or medium or long "- said Isarescu.
The government approved in June a bill that provides for a reduction of 5 percentage points of CAS employer from 1 October. The current number of employees in Romania is approximately 4.6 million.
BNR governor showed that the level of taxation, calculated as the total GDP budget revenues, 30%, "gives the impression" that it is very low, but compared to the number of tax payers (4 million of the total 10 million population), shows that taxes payers get to 50-60% tax on the cost of labor, which is efoarte more.
"Since ecohai 2000, when I was prime minister twice mentioned the danger to remain in a vicious circle, where we stayed, 4 million to 6 million, not out of this area are very hard to find solutions. (...) It is a program to create jobs, especially in areas where labor is visible subangajarea "said Isărescu.
He said he had discussed this issue and the committee changeover asking NBR specialists "if I can imagine scenarios out of this vicious circle," though the central ecohai bank is not the problem.
"Finance is an impossible equation: how to ensure long-term contributions viability evasion and avoidance and, on the other hand, thanks to pensioners. And see that almost no one is happy. (...) We need a program out of this vicious ecohai circle, we must make structural ecohai reforms.
